Facilities and Stadia Development and Management Department
INTRODUCTION
The Department of Facilities and Stadia Development and Management was created in 1999 with two divisions under the defunct Federal Ministry of Sports and Social Development.
The Establishment Office in the Office of the Head of the Civil Service of the Federation thereafter designed a new Organisation Structure for the then National Sports Commission and retained the two divisions of the Department as defined in scheme of service viz:
Utilization, Management and Maintenance Division
- Utilization/Management branch
- Maintenance branch
Engineering Services Division
- Civil branch
- Electrical and Mechanical branch
The Mandates/Functions of the Department include:
- To manage and maintain existing sporting facilities within the country.
- To design, develop, and equip new sporting facilities for
- the use of the nation's teeming sporting men and women.
- To hand over and supervise project site to completion.
- To process contract files for payment as at when due.
- To develop template for projects progress of work.
- To offer Consultancy/Advisory Services to the Local and State Governments as well as other stakeholders in the Sports Sector on the Development and Management of Sporting Facilities.
Vision and Mission Statements
FASD operates within the Vision and Mission Statements of the Federal Ministry of Sports Development in the areas that is
Vision
To develop the sports to a World-Class level, where it would provide continuous improvement of the quality of life for the entire citizenry and Nigeria recognized as a leading sporting country in the world.
Mission
To establish a technically efficient institution, equipped with the required resources and functional facilities for sports development.
From the Vision and Mission Statement of the Federal Ministry of Sports Development, FASD is responsible for delivering functional sporting facilities for sports development. Indeed, this cannot be achieved if the required resources (Human, financial, equipment, technology, etc.) are not available in the required proportions.
Sporting Facilities
Existing Facilities:
The Federal Ministry of Sports Development (FMSD) used to have six (6) federally controlled stadia under its supervision and management located at Abuja, Lagos, Ibadan, Enugu, Kaduna and Bauchi. Presently the number has now reduced to four (4) after the presidential approval for the handing over of Enugu.
The other stadia that followed suit are Tafawa Balewa Stadium, Bauchi, and Ahmadu Bello Stadium, Kaduna. While the transfer of Tafawa Balewa Stadium is on hold after the Presidential approval, the Kaduna State Government made request and the transfer of Ahmadu Bello Stadium was granted to her. It is also worthy to note that the process to concession National Stadium, Lagos is ongoing. At present, the Stadia and other facilities under the control and management of the Ministry include Indoor Sports Hall and Training Centres as outlined below:
- National Stadium, Abuja (Main bowl and Veledrome, Package A)
- National Stadium, Abuja (Sports Complex: Package B)
- National Stadium, Surulere, Lagos
- Obafemi Awolowo Stadium, Ibadan
- Tafawa Balewa Stadium, Bauchi
- Indoor Sports Hall, Nnamdi Azikiwe Stadium, Enugu
- Indoor Sports Hall, Abubakar Tafawa Balewa Stadium, Bauchi
- Indoor Sports Hall, Etete, Benin, Edo State
- Indoor Sports Hall, Damaturu, Yobe State
- Indoor Sports Hall, Gombe, Gornbe State
- Indoor Sports Hall, Minna, Niger State
- Four Training Centres in Afuze, Edo State; Rayfield Jos, Plateau State; Gembu - Mambila, Taraba State and Nsulu, Abia State,
- Some completed Mini Sports Centres located in various parts of the Country.
Facilities under construction
- 200 Room Athletes' Hostel, Moshood Abiola National Stadium Abuja.
- Construction of many Grand Stands spread within the country.
- Construction of many Mini Stadia across the Country.
- Construction of fence and stands at Kurno and at Deba, Gombe State, as well as at Rijau in Niger State.
- Construction of Mini Sport Centres spread across the country.
- Construction of six (6) Zonal Offices at Port Harcourt, Rivers State; Damaturu, Yobe State; Akure, Ondo State; Sokoto, Sokoto State; Minna, Niger State and Nguru, Imo State.
- Maintenance projects.
