National Sports Federations and Elite Athletes

The Federations and Elite Athletes Department (FEAD) was established with the mandates to coordinate the activities of Elite Athletes (18years and above) and the 38 recognized National Sports Federations, in order to ensure successful participation in their respective National, Continental and International programmes.

Grassroots Sports Development Department (GRSD)

The Grassroots Sports Development Department was established to scout, identify and develop talents as well as raise fitness consciousness and mass participation in sports and recreational activities amongst the Nigeria citizenry.

National Sports Festival & Para Sports Department:

The National Sports Festival and Para Sports Department (NSF&PS) was established by the approval of the Office of the Head of Service of the Federation via Circular No. OHCSF/SPSO/OB/868/I dated September 18, 2020.

Facilities and Stadia Development and Management Department

The Department of Facilities and Stadia Development and Management was created in 1999 with two divisions under the defunct Federal Ministry of Sports and Social Development.

Sports Medicine Department

The Sports Medicine Department of Nigeria, under the Federal Ministry of Sports Development, is dedicated to ensuring and enhancing the health and performance of national athletes.

Human Resource Management Department

The Human Resource Management Department is one of the common services Departments of the Ministry and also the administrative nerve Centre of the Ministry that manages the Human Resource activities in order to ensure optimal performance, alignment of strategic goals and achievements of the broader mandate of the Ministry in line with the extant rules and regulations.

Planning, Research and Statistics Department

The Planning, Research, and Statistics Department was set up in compliance with the Civil Service Reform Decree No. 43 of 1988. It is one of the common Services Departments in all Ministries. It liaises and cooperates with all other Departments in matters relating to policy formulation; data collection; analysis; storage; retrieval and dissemination; programmes/projects design, performance monitoring and evaluation; rolling plan preparation and external relations. The Department is a recent creation due to the demerger of Sports Development from the Youth Development Ministry.

General Services Department

The General Services Department is one of the Services Departments in the Federal Ministry of Sports Development. The Department is responsible for policy formulation and implementation aimed at ensuring the provision of safe office environment and maintenance of office infrastructure

Reform Coordination and Service Improvment Department

The Reform Coordination and Service Improvement Department was created by the Government to facilitate the on-going reforms process in the Federal Public Service.

Special Duties Department

The core function and mandate of the department in the ministry is to monitor the implementation of special programmes, security matters, inter-agency cooperation, and project and policy matters by conducting assessments on various programmes as directed by the Permanent Secretary. Procurement Department

The Department of Procurement which is headed by a substantive Director comprises two Divisions. The Capital and Recurrent Procurement Divisions are each headed by a Deputy Director.

Finance and Accounts Department

The Department of Finance and Accounts is one of the service Departments in the Ministry statutorily charged with the responsibility of providing financial services to the Ministry.

Legal Services Unit

The Legal Services Department of the Federal Ministry of Sports Development is a service and professional Unit charged with the responsibility of providing general legal services and protection to the Ministry, its parastatals and affiliate organisations like the Sporting Federations.

Press and Public Relations Unit

The Press and Public Relations Unit is statutorily saddled with the responsibility of formulating, implementing and monitoring strategic public communication programmes for the effective and efficient information and enlightenment of Nigerians on the Sports Sector mandate.

Internal Audit Unit

The formal instrument for the establishment of the Internal Audit Department in MDAs is the Financial Regulation (reverse 2009). As stated in chapter 17 thereof “an Internal Audit Department is established to provide a complete and continuous audit of account and records of revenue and expenditure, plants, allocated and unallocated stores.
