Planning, Research and Statistics Department

INTRODUCTION

The Planning, Research, and Statistics Department was set up in compliance with the Civil Service Reform Decree No. 43 of 1988. It is one of the common Services Departments in all Ministries. It liaises and cooperates with all other Departments in matters relating to policy formulation; data collection; analysis; storage; retrieval and dissemination; programmes/projects design, performance monitoring and evaluation; rolling plan preparation and external relations. The Department is a recent creation due to the demerger of Sports Development from the Youth Development Ministry.

The core mandate of the Department is to formulate and implement policies of government, provide accurate and reliable data/information for effective planning and execution of progammes, bilateral and multilateral relations as well as the monitoring and evaluation of the Projects of the Ministry and its Agencies.

STRUCTURE OF THE DEPARTMENT

The Department is headed by a Director and has three Divisions namely: Planning & Policy; Monitoring & Evaluation; and Research & Statistics Divisions. Each of these Divisions is headed by a Deputy Director.

FUNCTIONS OF THE DEPARTMENT

The Department has the following functions:

  • Plans and implements the Ministry’s programmes/projects in liaison with the Federal Ministry of Budget and National Planning;
  • Monitors, inspects and evaluates the implementation of the Ministry’s key projects and programmes;
  • Coordinates and carries out research into problem areas of the Ministry’s activities and programmes;
  • Collation, processing and submission of all Council Memos of the Ministry to the Cabinet Secretariat;
  • Coordination and liaising with the Ministry of Foreign Affairs on Bi-Lateral and Multi-Lateral matters including signed Memoranda Of Understanding (MOUs);
  • Conveying Federal Executive Council (FEC) decisions to the concerned departments and monitor the implementation of such decisions in the Ministry and its’ Agencies;
  • Web Media Management (i.e management and maintenance of Computers, Sports Information Management System, Ministry’s Website, the social media and Management of the ICT- related matters and E-Library);
  • Coordinates the Ministry’s Work Plan;
  • Coordinates the development and implementation of the Ministry’s performance targets (Short, Medium and Long-Term Strategy);
  • Sets and monitors performance efficiency targets for the various sub-divisions and Staff as well as operational modalities and management practices of the Ministry;
  • Coordination, preparation and hosting of the National Council on Sports;
  • Coordinates the activities of the Central Delivery Coordination Unit (CDCU) of the Ministry;
  • Preparation and production of the Ministry’s Annual Report, Digest, Magazines, etc and
  • Liaises with relevant bodies outside the Ministry on Bilateral and Multilateral issues.

PLANNING DIVISION

The Division is being headed by a Deputy Director. The Division is responsible for the following:

  • Development of Plans, Programmes and Projects in collaboration with the Operational Departments and Service Departments;
  • Relates with the National Assembly on the execution of Capital Projects;
  • Liaises with the Federal Ministry of Budget and National Planning;
  • Co-ordinates and produces Monthly Reports which highlights major events in the Ministry;
  • Collaborates with the Budget Division in the Finance and Accounts Department in preparation of the Department’s budget;
  • Prepares Annual Reports of the Ministry; and
  • Coordinates the Ministerial press briefings.

MONITORING AND EVALUATION DIVISION

The Division is headed by a Deputy Director. It is Responsible for the following:

  • Provides data on Programme/Project Progress and effectiveness;
  • Monitoring and Evaluation of all Capital Projects of the Ministry Nationwide including those belonging to the parastatals under the Ministry;
  • Coordinates the Annual Joint Monitoring of Projects by the Federal Ministry of Budget and National Planning and the Federal Ministry of Finance;
  • Maintains records on the Status Report of Capital Projects for future resource allocation; and liaises with all Departments on all projects in respect of data collection and storage.

RESEARCH AND STATISTICS

The Research and Statistics Division is headed by a Deputy Director. This Division has two branches viz-a-viz: Research and Statistics. The Division is responsible for the following areas:

  • Sports data collection; collation and analysis for decision making,
  • Management of the Sports Information Management System (SIM) as well as Enterprise Content Management (ECM);
  • It is charged with the responsibility of acquiring, storing and disseminating relevant information data that supports the Ministry’s work and facilitates the achievement of set objectives.
  • Coordinates the activities of the Central Delivery Coordination Unit (CDCU) of the Ministry;
  • Liaises with the National Bureau of Statistics (NBS) and other relevant stakeholders on Sports data/information;
  • Preparation and production of the Ministry’s Annual Report, Digest, Magazines, etc.
