Special Duties Department

The Special Duties Department was created by the Office of the Head of Civil Service of the Federation vide circular reference Number HCSF/CMO/EM/243/17 dated 11th March 2014 which mandated the take-over of the duties of the Director, Office of the Permanent Secretary to serve in designated special assignments that require extraordinary efforts for satisfactory performance or an unusual degree of responsibility.

MISSION

To provide efficient and effective support service to the Permanent Secretary to facilitate the smooth running of the office towards the achievements of the Ministry’s Mandates.

VISION

To provide the required support and assistance to the Permanent Secretary in the discharge of his/her duties.

FUNCTION

The core function and mandate of the department in the ministry is to monitor the implementation of special programmes, security matters, inter-agency cooperation, and project and policy matters by conducting assessments on various programmes as directed by the Permanent Secretary. The Department supervises four Units namely

  • Public-Private Partnership (PPP)
  • B. Protocol
  • C. Stock verifier
  • D. ACTU.

PUBLIC PRIVATE PARTNERSHIP (PPP)

  • To identify, prioritize, and select the development framework for PPP.
  • To access the current status of infrastructure in the relevant sector.
  • To involve the private sector in the provision of infrastructure.
  • Negotiating / re-negotiating of all PPP projects using financial models to ensure that they are viable.
  • Analyzing all PPP related project with a view to determine the participation of each party in the procurement arrangement.
  • Analyzing all PPP-related project with a view to determine the participation of each party in the procurement arrangement.
  • Evaluating projects in the capital budget and suggesting those that will be undertaken through PPP window.
  • Assessing, evaluating, managing post contract activities and undertaking financial and credit risk in all PPP transactions.
  • Assisting policy makers in developing the required strategies to increase private sector participation in infrastructure service including contract monitoring.
  • Any other assignment relevant to the functions of the unit assigned by the accounting officer of the MDA.

PROTOCOL UNIT

  • Procurement of VISA for athletes and Ministry staff.
  • Procurement of International passports and official passports.
  • Processing of note verbal.
  • Movement of athletes for local and international tournaments.
  • Arrangement for meeting: local and International, meeting officers and federations.
  • Coordinating of all activities of the ministry and federations concerning travels both local and International.

STOCK VERIFICATION UNIT

  • Pre-verification of supplied work and Service before Payment of contract award, voucher, or file.
  • Programmed checking of all government stores in the federation.
  • Responsible for price analysis and taking charge of store surveys of vehicles and equipment.
  • Verify store records, such as store ledgers and tally cards.
  • Maintaining a System of continuous verification of all store, allocated and unallocated.
  • Compile cad submit periodic reports both monthly, every Six months and annually.
  • Produce a program of work covering all stores, workshops, laboratories, stadiums, zonal offices, and sports Liaison offices.
  • Checking, verifying of receipts and issuance of Vouchers and Physical checking of Items and equipment at the point of supply or delivery.
  • Assist the Board of Survey of Unserviceable and Board of Enquiry on Stores matters.
  • Inventory of all government Items and equipment both in the headquarters and outstations.

ANTI-CORRUPTION AND TRANSPARENCY UNIT(ACTU)

  • Education and Enlightenment of public servants on, and against Corruption
  • Promoting Ethics and Ensuring Compliance with ethical codes.
  • Monitoring of Budget implementation.
  • Prevention of corruption through system study and review.
  • Preliminary Investigation.
